who is going to provide it in the first place? Who's GOING to modify it? Who's GOING to fix the bugs?


That sounds a somewhat idealistic idea, that's failed to consider that we live in a capitalist society. There DOES need to be profit motive, or it WON'T GET DONE, except by geeks in their spare time (away from the job that pays their bills).
