Fox had a story on this morning on FNC about developers stating that an area "Needs to be revitalized" and letting the govt take away property (granted, the owners were compensated), in what seems to be a growing trend.
And "fair compensation" is usually determined by what they tax you on, which can be CONSIDERABLY less than real market value. I know my house is taxed at about 20K less than what I could sell it for.
You're talking about person vs person situations. I agree. A thief can not really claim it as his own based merely on possession. The Govt is something else altogether.
There are any number of restrictions applied and rights that can be taken away from you depending on your crime, including but not limited to free speech (threatening the president), the right to bear arms (certain classes of felons), search and seizure of property (based on presumption that they'll find somethign there), and restriction of movement (david hatfield who is still under investigation for the Anthrax scare in 2001).
The examples you suggest are based on the Govt enforcing the rights it permits you. Mine are when the very group that enforces them removes them.
