I like the idea of licencing people, but then you'll have people arguing that we're going to wind up with Gattaca type societies.

I think you should be able to prove that you're financially secure and able to support a child. You should have little/no criminal record, with NO violence on record.

It's not perfect, but it should be better than what we currently have. I'm also in favour of forced sterlization for people who can't learn how to use contraception.
