Personally, I am in favour of licensing parents. Prospective parents should have to meet eligibility requirements, and make a commitment of time for their children.

The ability to create progeny is just not a very good determinant for ability to parent. A marriage license is required for wedlock - but none at all for parenthood. A drivers' license is required for permission to operate a motor vehicle, yet the responsibility required, and the skills needed for good parenting are not even tested when issuing marriage licenses.

And the courts STILL deem parentage most important in determining custody.
