IMO it is the responsibility of the parents to teach good judgment, self-determination and other skills. It is the function of the school system to teach students how to learn, and the basics in the necessary scholarly subjects.

If some trades skills are taught so much the better - I think that Shop and Home Ec. are important parts of the grade school curriculum.
