I'm still trying to think of a way to establish a government on principles such as yours. Selection of its members is the crucial thing. It must be voluntary, but weed out those who seek power for the sake of power. Plato gives a theory for how to select such members in Republic. It works off the idea that people who are very skilled but don't want power can be induced to lead by telling them, "if you don't do it, then we'll have to put this idiot in charge of you...".
