*any* government, to do what is good for the country is absurd. You even say it yourself "the govt CAN abuse it. Yes, it probably will." Abuse of a nation's citizens can never be good for the country.

Government will get away with as much as it can. It is the responsibility of the individual citizen to *keep* the government from abusing the power that has been given to it by the people. Keep the rights of the individual strong is the best way to keep the government under control.
