As a member of the public I didn't justify it based on that single statement. I based it on a whole bunch of statements and the Mushroom Cloud was on the bottom of the heap as a matter of fact. You may be able to make such a claim regarding your own opinions and some of your associates but certainly not the entire public. Bush said this one time and said many other things multiple times. The official reason as I recall for going into Iraq was this: Saddam was given a deadline to give proof regarding the current status of all the weapons we knew he at one time had. He did not meet the deadline so he reaped the consequences. That is it pure and simple.
