It's always been very effective for me. I've read that it's effective because swallowing the water upside-down stimulates a nerve in the the soft palate which is connected to the diaphragm and breaks the cycle. Some sources also said that in absence of water you can gently rub the soft palate with a finger or q-tip, but I've never tried it.
