While certain guns are illegal to own or a whole gun without a permit... some bring in peices. Gradually over a bit ... ie staggar their delivery date. They get the gun and they assemble it. Also some guns aren't traditional weapons/guns and are custom made jobs.(remember the cell phone gun that shot 2 shots and there are some people that do make their own guns... their are books on it... my roommate has one)

Finally some guns are passed down in the family to another family member. Sometimes thease guns get stolden in home roberies when people are out. Then used later in a crime.
