There were not international treaties prohibiting the use of chemical weapons during World War 1. Just like there were none during the antique and middle ages. So the use of Greek Fire and sick animals as weapons were not a illegal or even considered out of the ordinary.

The concept of a WMD wasn't even conceived of until the 1920 so their use prior to that is not relavent to a discussion of WMD.
