I believe a Discordian approach may be required, here. Actually solve the problem by producing a vast amount of nonsense "noise" in all publications, forcing people to think about the communications they receive in order to find the "signal" therein. Enough practice at that, and the noise filters automatically cut in each time one sees a National Enquirer or Weekly World News. Then one is left wondering why Wal-Mart wants to sell booklets of blank paper at the check-out lanes.
