isn't quite absolute enough of a ruler; the Golden Rule was brought down upon him full force by somebody bigger and stronger than he was. Whether or not that was justified I don't wish to discuss, but the historical fact is that Hussein's power was challenged and broken, so he really could not rule with impunity.

Let's step back a bit. Let's look at Ramses II -- a god-king with one of the world's mightiest armies at his command. Was he exempt from the Golden Rule, or did he need to be considerate of his fellow humans?
