They normally call it micro-codes.
It means they can clock them faster since a RISC system allows far higher clock speeds. This gives them a marketing advantage.
If you look at the pipeline of a P4 or athlon about the first 3 stages are instruction translation.

Plus x86 is a nightmare that is best to avoid when possible. Unfortunatly we're stuck with it unless you want to throw all the existing software away.

This explanation is actually only accurate up to about the pentium 1 generation (and IIRC even they were running an internal RISC machine). After that things like out of order execution started comming into play.
