At least Ontario, anyway. The difference is between liability, which covers damage done to other people, cars, etc. and collision, which covers your own vehicle. Liability is mandatory and fines for driving without liability insurance start at $5000 where as collision is not.

In a case such as the TLP, if the other driver doesn't have liability insurance he will be fined at least $5000 but that doesn't stop everyone.
