If the US wanted the oil as bad as you say it does, then we could have gotten the oil long before now; say, 1991, when everyone still said it was about oil. Saddam killed people for disagreeing with him. I don't think there's a way to adequately express the cruelty shown to the Iraqis by Saddam. Bush just wants to get things sorted out there, and get out. Yeah he wants a base, but that's the standard price for nations that we help out.
