... as a culture, so we treat sex as being "dirty" and shameful something that should be hidden and not talked about. This ends up having the opposite effect as intended, as it fuels our fixation on sexual matters, thus if women were allowed to "hang 'em out", our society would probabily collapse overnight. That may not be such a bad thing, of course, but still... :) (This also explains much of my dislike of religion, which teaches sex as a "dirty" matter.)
