As a protectorate, they get nice benefits like welfare, military protection, and such, but they pay little (or no?) US taxes, and they get the perks of being independant country, like having their own teams at the Olympics. Why would they want to be a full state? We give them all the benefits anyway, and this way they get the benefits of being a separate nation as well.
