Sounds like lots of fun! Basically it's a parade to celebrate the start of summer. Everyone who cares to sign up dresses up (in homemade costumes) as mermaids, mermen, and various other denizens of the sea and parade through Coney Island. I didn't see a picture of the particular woman from the article, but judging by the other pictures most of the costumes can probably qualify as art. Amature art in many cases, yes, but still art.
