I don't have the specifics (largely because I don't care enough about the point to look), but I do seem to recall countries complaining because contracts were going to U.S. companies without being up for bids. It's not going to be up front and obvious dood. Deniability is one trick I bet even Bushie has managed to learn.
What is the account # for the Uncle Sam Savings Account anyway? I've been meaning to send them my share of pilfered antiquities I stole...
