There was a ST:TNG episode where Picard was captured and tortured by the Cardassians. The torturer was trying to get Picard to admit that he saw 5 lights, even though there were only four. No matter how much the Cardassian insisted and tortured Picard, he insisted that there was 4. I think it refers to the fact that no matter how much you are going to insist that something wrong is correct, it's still wrong.
