I'm not sure if there is anyway to get them to filter outgoing but you could complain to the cable/adsl's that most the traffic seems to come from and they can block the outgoing ports in question on their servers informing customers as to why. Only other thing I know of is thease zombies congregate on the IRC... they've been blocked off a few networks(one of which port scans incomming users to make sure they aren't a trojan'd/compromized machine). I've heard of the GRC guy tracking some down via the irc and my guess is they are probably congragating on the smaller nets. At least it was the smaller that I knew took some steps to block them.

Maybe there is something on the GRC site that might offer some insight on how to deal with thease people. I know from what I read(it's been awhile since I read it though) that he found a way to shut out the type of incomming packets that were an issue or to deflect them.
