if you're not already. Explain what is happening, give them the applicable logs from your systems, and insist they shut the users down. I don't know about in Canada, and IANAL, but I believe that in the US they are required to take action or be subject to lawsuits. It may not find whoever the ultimate source is, but it might at least cut down on the damage you're seeing.
