SELECT TOP 1 dose
FROM
    (
        SELECT TOP 25 PERCENT dose
        FROM sub12
        ORDER BY dose
    )
ORDER BY dose DESC

You'll probably have to adapt it a bit. And it might be off one record too. But if this is for some statistics, who'd notice? :D
