fuel filters. One is a 'sock' strainer in the tank and the other is a little metal canister elsewhere. I doubt that even Ford's engineers would put a maintenance item like a fuel filter in the tank, but nothing is impossible.

I would be checking fuel pressure next. It is possible that the pump is on it's last legs and is just not pumping enough. Now that is definitely in the tank.
