.. can somebody please enlighten me?

I understand that it's not as easy as in other contries to identify oneself in America as you don't have ID cards. I have heard that people mostly use their driving license for that.

But please explain to me, how do you vote? Do you just walk in an say: "Ok, I'm Bill Everybody, I've been living in this state for quite some time and I haven't yet voted on this subject. Where can I vote?"

I am very sorry if my English or my knowledge about American Legislation is too bad so that I don't understand all this correctly.
I surely don't want to offend anyone. This seems to be a controversial topic. I understand that no one wants to be reminded of the times of oppression.
I just don't understand how you vote!
If I understood it correctly, there is absolutely no way of determining if someone has voted twice or more..
