At the end of the day an ICBM is just a delivery vehicle. Fast and difficult to intercept certainly but it is also hard to conceal and extremely easy to track. A shipping container, on the other hand is also a delivery vehicle. It does not have the speed of an ICBM but it has the advantage of being extremely difficult to track. (How many customs / police officers could recognize a nuclear bomb amongst a collection of machinery?) What is to stop North Korea shipping it's nuclear arsenal, disguised as tractors and via a Chinese port to anywhere in the world?
