People at the lower end of the economic spectrum tend to have more problems with 'city hall'; unpaid tickets, taxes, warrants; whatever. The requirement for ID before voting *could* have the effect of discouraging those with such problems from voting, because they're afraid of being nailed. Or, since they have those problems, they may be unwilling (or, in the near future, unable) to acquire legal ID until those problems are resolved. Since the lower end of the economic spectrum has a higher proportion of minorities than the pop as a whole, one could argue that such a measure would diminish minorities' voice in govt by diminishing their voting. Given that the US is allowing law enforcement agencies access to info that's been acquired thru the 'extra' measures necessary to fight terrorism, I think it's a valid concern that that ID would be run thru a computer to 'see what comes up' before one is allowed to vote. Big Brother is definitely here and his name is Tom Ridge.
However, despite what I just wrote, I don't think that it necessarily follows that such laws are racist; they may infringe on our civil liberties, but not on a racial basis. |
