People like my son who aren't health affected(trust me we tested as this thing is gawd awful) but has a rather nasty looking item? My son has pectus excavatum aka funnel chest.(btw if you scroll down my son is about as severe as the picture on the left). It is considered cosmetic surgery. So are some other surgeries for birth defects. Now as for enancing breasts and stuff I think people should go au natural but then to me tho nice body is something to be admired a nicer person inside is to be held in much higher esteem. In cases of things like my son I've had pregnant women say it disturbed them and to cover him up when he took his shirt off. Most of his friends haven't seen him with a shirt off but it certainly weirded all his cousins til they got used to it. It concerned me because I worried on his heart and lungs however testing has shown they are ok.(tho he's prone to respitory stuff so I suspect it does something tho I can't prove it)

That aside then there are the women that get breast reduction surgery. I've known one that was a petite 5ft 1 and had had a 40EE cup I think. She's now down to a more comfortable 38D but still would of perferred them a little smaller. It caused her back pain but wasn't specifically a medical issue... she also didn't like the attention that being small with absolutely huge breasts got.(lots of attention from men but not the type she'd of liked and they didn't treat her very well)
