It's pretty explicit about saying that the nature of the game is to throw you heavily polarized positions and see which way you lean. I don't think there's ever supposed to be a "compromise" position - it's just a bunch of 2-or-3 choice variables and some rules about how they interact to form an overall "policy". Maybe as the game goes on he'll develop more complex and numerous choices, but I wouldn't ever expect to see standpoints that aren't at least a bit extreme on one side or the other.
