It's a question of personal style.

The internet (yeah, that's how I do it) is both hardware and software: the servers and routers and wires and stuff that provide content (stored on these servers) to everyone else via protocols (also software, stored on these servers) that are standard across the world. Furthermore, it is something much greater than the sum of its parts; it is a cultural dissemination tool, an encyclopedia, a giant funhouse, a communications device, a store selling everything in the world, and just about everything else you can imagine.

Web sites make up part of the internet. They are not completely the internet, but are essential to it. The same goes for the servers and routers and wires.

Please note that all this is my own opinion and is probably not accepted as any sort of standard at all. :)
