God knows for certain what will happen. He knows exactly who will go to hell. He had complete control of the world and the beings that would inhabit it, and created this. If it were anyone else, then I would give the benefit of the doubt, but this is the all-knowing, all-powerful creator of the universe we're talking about. He knew that he would have to condemn his creation not to being poor and having to fend for themselves, but to eternal damnation and hellfire. There's quite a difference.
