But that's like saying that an M16A2's effective range is 550 meters (for hitting a point target), but only under certain firing conditions, such as an accurate marksman. Even with the area range being 800 meters (for your "point and fire" standpoint), would you be willing to stand 800 meters away from an M16A2 being fired and hope that you didn't get hit? And if these missles are as inaccurate as you say, then the probability of them hitting civilian targets increase exponentially as they stray off target. (Please note I am against the war, just pointing out some things that those for the war would probably state.) So both sides can essentially use this to further their point.
