Medicine helps the suffering but does nothing to prevent the spread of the disease. Condoms break, the pores in condoms (that are considered acceptible) are actually larger than the virus. So they really don't work either. If you really want to stop AIDS get medieval. Sterilize HIV positive people, throw them in a Colony that no one leaves from alive (unless a cure is found) give them all the meds they need and in a generation there won't be much if any AIDS left in the world. As for the money that's being sent... I doubt much will get past the hands of the politicos.
