But assuming we get the bugs worked out, smart AIs will never make the same decisions humans would make.

For one thing, we'd have to hard code too many variables like "killing innocent civilians is WRONG". The AI would have no concept of WRONG.

Machines, no matter how smart or humanlike, will never think like humans until they are subject to emotions and hormones and all that crap.
