The level of AI sophistication needed is just way too high to be practical for the forseeable future. I can't back it up, but my gut feeling is that complex, versatile tactical and strategic ability is an AI-complete problem, or close to it. Once you get to that level of sophistication, it's essentially the same as having a human controlling things anyway.
