There seems to be a predesposition by the USA government to botch a job when it want to remove a threat. The didn't manage to kill Saddam during Gulf War I (they missed...) and when it came to Ossama Bin Laden they didn't close down the frontiers fo the country. So he could have easily accepted.

Having a public enemy for a country is somewhat nice. It allows to have things like "We must fight this/that to stop person/threat to get you". If Ossama got killed in the Afghanistant bombing, Bush "war on terrorism" wouldn't have a leg to stand on. If they did kill him the USA government would gain much by keeping him alive. Just rattling the saber once in a while and sending some vague threats to Al-Jazeira that could be well a rehash of previous ones. Keeping Ossama alive (or in myth) helps the government to force people to be focused entirely on ennemies and blind to the rest of the world or even their judgement. Same thing with Saddam Hussein.
