1st: Even if the UN decides to enforce its resolutions, there are *no* obligations to a specific country to participate, because the participation (under the leadership of the UN, not the US) is voluntary.
2nd: The constitution of the federal republic of germany *strictly* forbids preemptive strikes (article 26).

Germany was aggressivly involved in both world wars, and now, when the people of germany don't want to fight, they are called cowards? That's ridicolous!
Pride? Because they took their right for a different opinion? Maybe.
