It is OK for a country to disagree, but Germany says that they won't fulfil their obligation if the UN decides to enforce its resolutions. This is quite hypocritical considering they are the ones saying that the UN has the final word. And in my mind, the only excuse for such a hypocrisy is cowardice or pride.
