I know in my last job, I used the DOM parser, and it definitely caught discrepancies between the XML and the DTD. This was a year and a half ago, and I'm pretty sure it was version 3. I can't remember, though, if validateOnParse was set, or if we explicitly used the DOM's validate method. Have you tried using the validate method of the DOM? (I don't know if/how that applies to SAX...)
