The concept of jaywalking is basically crossing a street of any kind anywhere other than a defined pedestrian crossing lane. That would also include walking in a street where there is a pedestrian sidewalk on at least one side of the road (something may people do in my area).

Problem is that there aren't enough pedestrian crosswalks in many areas. So, it leaves people to either jaywalk, or go a long way out of their way to get someplace. Either way, that's just not right. But what's worse is pedestrians that just walk out in front of oncoming traffic without remembering the fact that most times, a car won't feel a thing when it hits a person.
