at least in my state - when I went to get my license (10+ yrs ago) I had to take a written and driving test with the state trooper in the car. Now, the written is at one office and the driving test is at the driving school :) - no more trooper. I know that my driving school went easy on us all the time - scares me to think that some of those teachers are handing out licenses and not just trying to teach driving.
