Look at the timing of it all. ME came out only sightly before 2000 did. 2000 was supposed to be where the 9x family and the NT family finally merged. MS realised they weren't going to get 2000 out in time and rushed to create another 'crutch' OS : Windows ME.

I believe the only reason it was created (or spawned if you prefer) was to boost sales in the quarter in which 2000 was supposed to be released. Must satisfy the stock-holders.
