Windows 98 is good at many things, but software development is most certainly not one of them. The OS lacks proper error reporting, memory protection, memory management, etc to do something as potentially destructive as software development.

Upgrade to Windows 2000 or Windows XP. You'll waste less time because your programs won't cause spontaneous blue-screens, reboots, or system file corruption.

Or, if you aren't developing Windows software, use Linux. :)
