is that any shmuck with a terminal can make a patch and immediately release it once a problem is found.

With microsoft, you may know of a security vulnerability, but you're forced to wait for the next security update to be released before you can secure the box.

Also, are these claims based on vulnerabilities found or vulnerabilities exploited? Most vulnerabilities found under Linux are patched before they're exploited, mainly because any shmuck with a terminal can write a patch and distribute it before it's exploited.
