It depends on your relationship with your current boss. Is (s)he agreeing with your reason for wanting another job? The fact that your boss was able to get you a 20% raise would make leaving something of a slap in his face, saying 'it wasn't enough'.

When things got tough around here - management change, tight budgets, etc, I discussed it with my boss. He agreed that he wouldn't blame me for looking for another job. I did not find one immediately, and within a year management changed again, making this workplace acceptable again.

IMO honesty is the best policy. Silence (just don't tell him where you go) is better than outright lies. If you have a boss understanding enough to see why you need to leave, you are in great shape. Otherwise, do him the courtesy of not lying to him.
