slowdown was? Was it something about non-payment for work already done? Were these two nuclear plants donated to NK, or just allowed to proceed being built by private contractors? Or something else, maybe? Was the slowdown caused by restrictions imposed by NK on personnel involved in building these power plants?
I suspect that there is more to this story than just "US has slowed down the construction"...
