sovereignty? As in, how about them making overt threats against Japan? And, in some cases, outright attacks and/or refusing to take care of their messes (couldn't really think of a word for this)?

Example: NK routinely sends ships to Japan to buy boatloads of used bicycles. When I say "boatload", I mean they cram those rusting hulks from stem to stern with the things. They are more popular than cars in NK. Now, a couple times their ships have foundered in Japanese waters. NK sent in another ship to offload the bicycles and leave the broken ships where they were, destroying the fishing for certain Japanese villages. Despite repeated entreaties by the Japanese government, they refused to clean up their mess.

Does this mean that NK is innocent of offense against another country?
