From Dictionary.com, an embargo is:
An edict or order of the government prohibiting the departure of ships of commerce from some or all of the ports within its dominions.

A trade embargo is imposed by a government on the companies under its jurisdiction, to prevent them from conducting trade with a specific country. The definition states nothing about forcing other countries to stop trading. Note the phrase "within its dominions".
