If a bunch of countries don't want to trade with NK, they don't have to, but then there is no reason to call it an embargo. An embargo is when you actively enforce the trade sanctions. The only reason to do such a thing is that others DO want to keep on trading. Therefore, the embargoers are interfeering with the legal trade of two sovereign nations, and thus are justifying war.
